Low voltage ram?

I'm trying to learn more about ram and voltages. I'm new to OC'ing but I want to have flexibility between OC'ing and low power consumption.
On either Ivy or Sandy bridge-E, am I better off getting 1.35v, and OC, or 1.65v and scale back when wanted? I really don't know where to start, see my build below(not finished).

Please help.

ram uses no power at all. it doesnt really matter what voltage the ram is for overclocking. the actual chips on the ram make the main difference. if you want a more usable system for daily use you probably want a 4x4gb kit. anything that is a higher capacity will be bad for overclocking and can hinder performance. Ideally you would want 4x2gb for oc.
